Bluetooth to Solve Traffic Problems in South Korea?

Man, I spend everyday driving through traffic, and I know firsthand that if we didn't have to stop to pay toll, the trip would take 20 minutes less.

Maybe our local tollway authority might be interested in this little piece of news, straight from South Korea. It lets drivers pay the toll with their smartphones:
LG Telecom calls this innovative service "PassON" and it is linked to the High Pass system that is already in place at the Korea expressway Corporation. When a car armed with an OnBoard Unit passes the toll gate, the toll is automatically subtracted from the High Plus Card. Apparently this works via Bluetooth somehow.

Now, the trickier parts: Get all drivers to use Bluetooth enabled phones. Set up a system to quickly penalize those who just take advantage of the open tollway, without paying anything. And of course, how do you make sure every sleepy morning driver will turn on their Bluetooth before they approach the PassON-powered tollway?
