While any cynical citizen could interpret Sen. Amy Klobuchar's proposal as self-serving, there's a lot of merit backing up her proposed bill:
The Cell Phone Consumer Empowerment Act of 2007 will require wireless service providers to share simple, clear information on their services and charges with customers before they enter into long-term contracts; a thirty-day window in which to exit a contract without early termination fees; and greater flexibility to exit contracts with services that don't meet their needs.
I mean, why wouldn't any connectivity-manic American throw their support behind this? It would make getting service plans for smartphones and PDAs a more straightforward experience, and will lessen any fee-related surprises.
Of course, you can expect the service provider lobby to come up with arguments against this. If the Cell Phone Consumer Empowerment Act of 2007 passes, profiting from ambush charges will be harder. Hopefully, this pushes through. There's a good chance that any progress on this end will pass on to other countries.
